Following on from the difficulties of 2008, 2009 was even more challenging for the residential sector. Almost 40% less housing – 6.4 million m2 in total – was built as construction ground to a halt due to lack of financing. Only some of the projects launched before the crisis were continued and virtually no new investments were started. The average size of dwelling completed was 96.1 m² - the average for cities was 90 m² and the average for rural areas was 133.4 m2. In 2010, over 17% more dwellings was completed than a year before.

In response to continuously rising demand, production of building materials had been rising by anywhere between 20% and 60% a year until 2008. In 2009, as the country’s construction industry tumbled at a much faster rate than almost everywhere else around the world, output begin to follow suit. The volume of bricks produced fell by almost half, that of concrete mixes fell by nearly half and cement production fell by over one-third (36.4%). In contrast, production of ceramic tiles increased by 8%.
